Top earners are the target for new tax increases, but the federal income tax system is already highly progressive. The top 10 percent of income earners paid 71 percent of all federal income taxes in 2009 though they earned 43 percent of all income. The bottom 50 percent paid 2 percent of income taxes but earned 13 percent of total income. About half of tax filers paid no federal income tax at all.

People with half a brain function,
are able to see that the republicans and their moneyed supporters,
the rich, their corporations through their wealth and assets, are the principal source of funding of these two overly leveraged agencies:
1) The american legislative exchange council, (ALEC).
2) The u.s. chamber of commerce.
The american legislative exchange council is all about privatization of any, or all government, or quasi government services, that are paid for and supported by taxes that the rich are able to avoid, taxes paid for not by the rich, but the other 99%.
The u.s. chamber of commerce is all about ensuring that the bottom 99% pay for and fund the oxymoronic facility, commonly called the "free enterprise" system.
Without funding from the 99% the so-called "free enterprise system" would grind to a halt.
Let the reader figure out how much the rich depend on the 99% to fund their business activities.

Published figures, available only for the latest 2008 election,
show that the u.s. chamber of commerce alone,
outspent unions in campaign contributions and other expenses by a factor of 10 to 1.
The u.s. chamber of commerce and their financial backers spent a reported $800+ million dollars in the 2008 election campaign,
compared to a paltry $80 million dollars spent in total by unions.
And yet the brain dead minions of the rich, the media, and their lobby,
continue to belittle the only people who have the ability to understand the republican’s effort to do a covert end run around a dysfunctional democratic process.
The postal service is in the U.S. Constitution as a required government service essential to the exchange of information among a free people. There is no profit motive. There is no requirement beyond "SERVICE" to the people by the government. The political right wing hacks trying to sink the post office through privatization, ridiculous pre-funding health mandates, and slash and burn politics, need to read the U.S. Constitution.
