A statement of cruelty

So it's against the law to feed all the burros and donkeys even if there is a drought, and no natural food is available. Just let them die of starvation.

The writer seems to imply that we should make it against the law to give food stamps to hungry children and their parents even if they have health problems or economic conditions that make it impossible to find a job. Should we put up signs saying don't feed the children? Why? Because they will forget how to open a dumpster or garbage can when they get hungry? A lesson in self-sufficiency? No it's a statement of cruelty.
